HTC has officially started rolling out to HTC One (unlocked) its Android 4.3 Jelly Bean update. The update is pushed globally as reported but is being released region after region. For those who got their HTC Ones not via a carrier should be getting the update as you are reading this post. You can check if your phone has the update by tapping through Settings > About Phone > Software Update. If you do not have the update yet a little more patience is required, rest assured HTC will be releasing the update that weighs 560MB in your region. Cheers!
