Phil Schiller, Apple's Senior Vice President for Worldwide Marketing have "reaffirmed" that Apple is still going to release the White iPhone. He have stated this via Twitter while responding to a question by one of his followers.
Apple is soon to unveil iPhone 5 which leads me to believe that this "white iPhone" he might be referring to is not the iPhone 4 but the iPhone 5 but really who knows?
